New York City Public Schools Implement Total Ban on Student AI Tools Through 8th Grade
New York City is taking one of the strongest steps yet in the national debate over artificial intelligence in education. Beginning with the 2026–2027 school year, New York City Public Schools will impose a one-year moratorium on student-facing generative AI for children from 2-K through eighth grade, affecting nearly 600,000 students across the nation’s largest public school system.
Announced September 2 by Mayor Zohran Mamdani and Schools Chancellor Kamar H. Samuels, the policy is designed to place human instruction, critical thinking and student development ahead of rapid technological adoption.
The new policy does not simply restrict ChatGPT. It applies broadly to student-facing generative AI software, including AI-powered learning tools, tutors and similar applications. Companion chatbots will be prohibited for students across all grade levels.
City officials say the goal is not to reject technology permanently, but to create time to evaluate its educational value, safety and developmental impact before allowing widespread use among younger students.
The decision reflects growing concern that children could become dependent on AI-generated answers before developing essential skills such as independent reasoning, writing, problem-solving and critical analysis. New York City officials emphasized that students need opportunities to struggle with difficult questions, interact directly with teachers and collaborate with classmates.
For younger students, the city is drawing a clear line: AI should not replace the intellectual work that helps children learn how to think.
The restrictions are accompanied by a broader effort to reduce unnecessary screen exposure. Students in second grade and below will face restrictions on individual screen use. The city is recommending daily limits of approximately 30 minutes for students in grades three through five and 45 minutes for students in grades six through eight.
High school students will follow a different approach.
Rather than completely prohibiting AI, New York City plans to teach teenagers how to understand and evaluate it. High school students will receive two AI literacy modules each year, covering subjects such as artificial intelligence, bias, ethical risks, career implications and responsible use.
The school system will also conduct limited AI pilot programs involving no more than approximately 50,000 high school students. Selected classrooms may use carefully reviewed educational AI platforms under direct supervision from trained teachers. The pilots are intended to determine whether AI can support learning without replacing students’ own reasoning.
Teachers, meanwhile, will continue to have access to approved AI tools for certain professional purposes, including instructional planning and administrative work, as long as those tools meet New York City Public Schools’ safety and privacy requirements.
Exceptions will also exist where AI functions as necessary assistive technology, including certain uses involving students with disabilities, multilingual learners and career-readiness or computer-science programs.
The distinction is significant: New York City is not banning artificial intelligence from education entirely. It is separating unrestricted student use from carefully supervised educational use.
During the moratorium, a new Technology in Schools Coalition—including educators, students, parents, advocates, elected officials, union representatives and technology experts—will study the effects of the restrictions and the high school pilot programs. The coalition is expected to issue recommendations that could shape AI policy in future school years.
The city will also review technology products already being used throughout its schools. Tools considered unnecessary to learning could be removed, while vendors will face closer examination involving student safety, privacy, transparency, educational effectiveness and instructional value.
The policy represents a major shift in how America’s largest school district approaches artificial intelligence.
Only a few years after schools began confronting the sudden arrival of generative AI, New York City is moving toward a more cautious model: protect independent learning during childhood, teach AI literacy as students mature, and require evidence before technology earns a permanent place in the classroom.
The consequences could extend far beyond New York.
School districts across the United States are struggling with the same fundamental question: Should students learn with artificial intelligence as early as possible, or should they first develop core academic and social skills without depending on it?
New York City’s answer, at least for the 2026–2027 school year, is now unusually clear.
For students through eighth grade, human learning comes first.
